Better said this way… if Scratch can do 100 things at 30fps and you ask it to do 150, then everything will happen 50% slower and the fps will drop. If it runs at 30 fps, than it is likely that your computer is capable of running it faster, but it simply wouldn't, because scratch is limited to not bypass 30 fps. Enabling turbo mode in scratch just removes that limit and if that project already ran at 30 fps, it would probably run faster.
